Polis tarihi insanların bir arada barış ve güvenlik içinde yaşama ihtiyacının bir ürünü olan devlet kadar eskidir. Eski ve köklü bir devlet geleneğine sahip olan Türklerin buna paralel olarak güvenlik hizmetleri ve bu hizmetleri yürüten teşkilatlarının da doğal olarak köklü bir geçmişi vardır. Bu makalede Türk Polis Teşkilatının gelişimi, Eski Türkler (Osmanlı Devleti Öncesi dönem), Osmanlı Devleti ve Cumhuriyet dönemleri olarak üç ana başlık altında incelenmiştir. Yazıda özellikle Osmanlı devletinde modern Türk polis tarihinin başlangıcı olarak kabul edilen 1845 sonrası gelişmeler üzerinde biraz daha ayrıntılı olarak durulmuştur. Makalede önemine binaen 1845 tarihli 17 maddelik "Polis Nizamına" da yer verilmiştir. 1920'de TBMM'nin açılışından kısa bir süre sonra bugünkü Emniyet Genel Müdürlüğü'nün temelleri atılmıştır. Cumhuriyet döneminde çıkarılan ilk önemli kanun 1932 tarihli Polis Teşkilatı Kanunudur. Bunu takiben halen çeşitli değişikliklerle yürürlükte olan 1934 tarih ve 2559 sayılı Polis Vazife ve Salahiyet Kanunu ile 1937 tarih ve 3201 sayılı Emniyet Teşkilatı Kanının çıkarılmıştır. Bu arada polisin eğitimi alanında da önemli gelişmeler yaşanmış, 1937 de kurulmuş olan Polis Enstitüsü 1984 tarih ve 3087 sayılı Polis Yüksek Öğretim Kanunu ile Polis Akademisine dönüştürülmüş ve nihayet bu kanunun yerini alan 9 Mayıs 2001 tarih ve 4652 sayılı Polis Yüksek Öğretim Kanunu ile Polis Akademisi kendisine bağlanan Polis Meslek Yüksek Okulları, Güvenlik Bilimleri Fakültesi ve Güvenlik Bilimleri Enstitüsü ile Üniversite statüsüne kavuşmuştur.
The history of police goes back to the emergence of the state, which is a product of the need to live together within safety and peace. The Turks have an old stale tradition,-paralleling to this fact they have institutionalised, deep-rooted and effective security services and institutions throughout the history. In this article, the development of the Turkish Police Organisation has been scrutinised in three periods: Pre-Ottonian, Ottoman and the Republican period. In the article the post-1845 developments, which was the starting point of The modern police organisation have been explained in more detail. The full text of the 1845 Police Regulation, which contains 17 articles, has been mentioned in the article for its importance as well. Following the opening of the Turkish. Grand National Assembly (TONA) in 1920 the Police Organisation has undergone important developments. The first important act issued in this period was the 1932 the Police Organisation Act followed by other two acts, which have been in force so far with some amendments. That is 1934 (No: 2559) the Police Powers and-Dunes Act and 1937 (No: 3201) The Police Organisation Act. Meanwhile serious studies have been realised in the .sphere of the police education. Namely the police institution had been established in 1937, which was transformed to the Police Academy in 1984, and the latter gained the university status in 2001 which has within itself the faculty of Security Sciences, the Graduate School of Security Sciences for the postgraduate studies and researches, and two-years Under Graduate Schools.
