Özet

Polis teşkilatının 1930’lu yıllarda siyasal sistem açısından taşıdığı değer artmaya başlamıştır. Siyasal iktidar aldığı kararları uygulayabilme ve bu kararlara karşı söz ve fiilleri etkisiz hâle getirme kapasitesini polis vasıtasıyla güçlendirmek istemiştir. Nitekim bu dönemde siyasal iktidar polisi bir yandan kurumsal bir dönüşüme tabi tutarken diğer yandan onun kurucu düşüncesinin temel unsurlarını tayin etmiştir. Bir teşkilatın kurucu düşüncesini, onun hangi ilke ve değerlere atıf yapılarak oluşturulduğu; hangi amaçlara ulaşmada ona ihtiyaç duyulduğu ve onun hangi kural ve kurumları koruması beklendiği çerçevesinde değerlendirmek mümkündür. Polisin kurucu düşüncesinde egemenliğin ve inkılapların korunması merkezî öneme sahip olmuştur. Siyasal iktidar varlığını güçlü biçimde sürdürmek adına inkılapların muhafazasına büyük önem vermiştir. Polis sadece siyasal alana temas eden bir kurum olmaktan öteye geçerek siyasal iktidarın toplumsal hayatı düzenleme gayreti esnasında yoğun biçimde istifade ettiği bir unsur hâlini almıştır. Bu durum, erken Cumhuriyet döneminde polisin kurucu düşüncesinin tam mânâsıyla anlaşılabilmesi için onun siyasal hayatta olduğu kadar toplumsal hayattaki faaliyetlerine de bakılmasını gerektirmektedir. 

Since the political power in Turkey wanted to improve its capacity of implementing its decisions and of terminating actions and statements against these decisions, importance of Turkish police had started to increase during 1930’s. Thusly, the government had been not only transformed the police department but also had determined its main functions in this period. It is possible to evaluate the founding thought of any institution within the frame work of how it was established by referring any principles and values, which goals it is needed to achieve and which rules and institutions it is expected to protect. The preservation of sovereignty and the Turkish revolution was central importance to the founding thought of the Turkish police. The political power has attached great importance to the preservation of the revolutions in order to maintain its existence strongly. In this period, the police were both contacted the political field and became an element that the political power heavily utilized during its effort to regulate social life. This fact necessitates looking at its activities in social life as well as in political life in order to fully understand the founding thought of the police in the early period of Turkish Republic.
