Spor günümüzde sadece serbest zaman aktivitesi olmaktan çıkmış, değişen bireysel, toplumsal koşullara göre şekillenen, çok yönlü, kapsamlı ve çeşitlilik gösteren küresel olguya dönüşmüştür. Ayrıca spor ve spor kulüpleri, birleştirici ve bir araya getirici özellikleriyle sosyal içeriğe sahip olup, büyük bir ekonomik değer ve öneme kavuşmuştur. Sporun insanlar için bu kadar popüler hale gelmesi ve ulaştığı çok boyutlu, kitleleri peşinden sürükleyen yapısı, şüphesiz birtakım problemleri de beraberinde getirmiştir. Ulaştığı ekonomik büyüklük ile önde gelen sektörlerden biri hâline gelen sporun önemli bileşenlerinden olan kulüpler, gerek iç dinamikleri gerekse hukuksal alt yapı eksiklikleri nedeniyle bazı problemlerle karşılaşmaktadır. Spor özellikle futbol endüstrisi bir kriz içerisindedir. Sektörde ciddi fmans ve yönetim sorunları yaşanmaktadır. Birçok kulüp çok ciddi borç, iflas ve tasfiye sorunları yaşıyor. Sektörde şike ve doping iddiaları var. Yeraltı güçleri sektöre ilgi duymaya ve girmeye başlamışlardır. Sektör, vergi muafiyeti nedeniyle karapara aklama faaliyetleriyle ilişkilendirilmektedir. Futbol sektörü serbest pazar rekabet ekonomisinin bilinen kurallarına uymamaktadır. Bu çalışmada spor ve spor kulüplerindeki vergi problemleri, şike ve doping riskleri, yolsuz kişilerin faaliyetlerini spor kulüpleri içinde devan ettirme istekleri ele alınacaktır.
Sports have gone far beyondjust being spare time activities, and have become multi-faceted, highly comprehensive global phenomena taking new forms in line with the constantly changing individual and social circumstances. Besides, sports and sport clubs with their social roles in getting people bound together and promoting effective social relationships among them have already proven to be of highly significant economic value.The fact that sports have become so popular in the lives of the general public and also the multi-dimensional natural aurora they have created among people to spiritually drift them away have carried some associated problems all along the process. With their economic growth they have reached, the clubs that are important components of sports, which have become one of the leading sectors, encounter some problems due to either their inner dynamics or legal infra-structural defects.Sports, football in particular, are going through a period of crisis. In this sector serious financial and managerial problems are becoming more apparent day by day. Quite a few clubs are undergoing serious problems like high debt balance, bankrupt and risks of liquidation. There are claims regarding cheating on sports games—defeating the opponent team in return for money—and taking illegal energy-generating chemicals before sports events to improve the athletes' performance during competitions. As a result of being endowed with tax-exemption privilege the sector is being closely associated with money-laundering activities. Apparently, the sector does not operate in line with the rules of free market economy.In this study, tax collection problems encountered in all sports and sports clubs, risks of doping for higher performance and cheating in return for money, crooks' intention to conduct their corrupt behavioural acts in the sector will be dealt with accordingly.
