In Türkiye, master’s-level intelligence education has been provided by various security institutions for approximately 15 years. However, this education still exhibits a transitional character. Türkiye’s intelligence education is maturing, necessitating an interdisciplinary approach integrated with communication technologies and cybersecurity that is accessible to civilians. This proposal presents a model to advance Türkiye’s 15-year-long intelligence education toward civilians, leveraging its geopolitical significance. The model advocates a civilian-centric curriculum, blending analytical tradecraft, cyber-defense, and information warfare tactics. It incorporates cutting-edge technologies like AI-driven analytics and secure communication systems, ensuring resilience against hybrid threats. The curriculum emphasizes interdisciplinary modules, including sociology, data science, and ethics, fostering critical thinking and adaptability. Practical training through simulations and partnerships with universities and tech firms enhances real-world applicability. The model proposes regional education hubs to democratize access, prioritizing civilians to build a broader, inclusive intelligence community. Additionally, a doctoral program in intelligence studies aimed at civilians is proposed in Türkiye. By aligning with global standards while reflecting Türkiye’s strategic context, this framework aims to position Türkiye as a leader in innovative intelligence education. It seeks to contribute to global security discussions, promoting sustainable, civilian-oriented programs that address modern challenges.
