Antik Yunan ve Roma düşünce sistemlerinin kendilerinden sonra gelen düşünce sistemleri üzerinde pek çok etkisi
olmuştur. Öyleki günümüzdeki pek çok kavramın tanımında ve analizinde bu dönemlerin izlerini görmek mümkündür. Güvenlik
kavramı da sadece bunlardan birisidir. Güvenlik kavramı, tarihsel olarak Antik Yunan'da asfalia'dan Roma döneminde securitas'a
oradan da uluslararası alanda security'e evrilmiş ve sonunda da modern devletin önemli sacayaklarından biri olarak günümüze kadar
gelmiştir. Antik Yunan düşüncesinin asfaliasını şekillendiren ve bu kavramı köklü değişimlere maruz bırakan etmenlerin başında ise
o dönem yaşanan savaşlar gelmektedir. Roma döneminde güvenliğin karşılığı olarak kullanılan securitas kavramı ise Roma'nın
nüfuzunu ve gücünü simgelemekteydi. Bu yönüyle kavram, Roma'nın hâkimiyetinde yaşayanlar için korkudan, endişeden uzak bir
hayata sahip olmayı içermekteydi. Ancak rönesans ve reform hareketleriyle başlayan süreçte Avrupa yeni bir döneme geçmiştir. Bu
süreçte dini, siyasi, ekonomik ve entelektüel alanlardaki değişimler Orta Çağ güvenlik algısını da yıkmıştır. İnsanoğlu ortaya çıkan
yeni modern dönemde inanan modelden düşünen modele geçiş yapmıştır. Bu yüzden insan aklıyla her sorunun üstesinden
gelebileceğine inanmıştır. Yeni düzenin hakimi olan modern devlet ve onun güvenlik algısı ise uluslararası ilişkileri şekillendirmeye
başlamıştır. Dolayısıyla insanlığın antik, feodal, modern, postmodern ve küresel dönem şeklinde kategorize edilen tarihsel süreç
boyunca konjonktürel olarak şekil verdiği bir güvenlik algısı var olagelmiştir. Bu algı zaman zaman çeşitli tehditlerle yüzleşmiş ve
kırılmalara uğramıştır. Bu nedenle, tıpkı 11 Eylül 2001 saldırıları ve Aralık 2019 Çin kaynaklı coronavirüs pandemisinde olduğu
gibi, güvenlik algısında sıklıkla köklü paradigmal ve konsept değişiklikleri yaşanmaktadır. Bu çalışmanın amacı da Antik Yunan'dan
başlayan ve günümüze kadar gelen uzun tarihi yolculuğu boyunca çeşitli isimlerle kavramsal bir çerçeve çizilen güvenlik kavramını
tanımlamaktır. Çalışma boyunca asfalia, securitas, ulusal güvenlik, iç güvenlik ve uluslararası güvenlik kavramlarının etimolojik ve
kavramsal tanımları, belirlenen çerçevede yaşadığı değişim ve dönüşümün temelleri üzerinde durulmaktadır.

Ancient Greek and Roman thought systems had many effects on the thinking systems that came after them. Today, it is possible to
see the traces of these periods in the definition and analysis of many concepts. The concept of security is just one of them. The
concept of security has historically evolved from asphalia in Ancient Greece to securitas in the Roman period and from there to
security in the international arena, and eventually it has progressed to the present day as one of the important pillars of the modern
state. One of the factors that shaped the asphalia of ancient Greek thought and exposed this concept to radical changes is the wars that
took place in that period. The concept of securitas, which was used as the equivalent of security in the Roman period, symbolized
Roman influence and power. In this respect, the concept included having a life free from fear and anxiety for those who lived under
the domination of Rome. However, Europe has entered a new era in the process that started with the renaissance and reform
movements. During this period, changes in religious, political, economic and intellectual fields destroyed the Middle Ages security
perception. In the new modern era that has emerged, human beings have transitioned from a believer model to a thinking model.
Therefore, he believed that he could overcome any problem with the human mind. The modern state, which is the ruler of the new
order, and its security perception have begun to shape international relations. Therefore, there has always been a sense of security
that humanity has shaped conjuncturally throughout the historical process, which is categorized as ancient, feudal, modern,
postmodern and global periods. This perception has faced various threats from time to time and has been broken. For this reason,
radical paradigm and concept changes are frequently experienced in security. Therefore, just like the September 11, 2001 attacks and
the coronavirus pandemic originating in China in December 2019, there are often fundamental paradigmal and conceptual changes in
security perception. The aim of this study is to define the concept of security, which has been drawn as a conceptual framework with
various names throughout its long historical journey from Ancient Greece until today. Throughout the study, etymological and
conceptual definitions of asphalia, securitas, national security, internal security and international security concepts, and the
foundations of the change and transformation experienced in the specified framework are emphasized.
