Terrorism Reframed? A Critical Reading of U.S. Security Institutions’ AI Strategy Documents

Özet

This paper critically examines how terrorism is defined, framed, and problematized in official U.S. national security and defense strategy documents related to artificial intelligence. Drawing on open-source policy papers and strategic roadmaps published by institutions such as the Department of Defense, Department of Homeland Security, and the Office of the Director of National Intelligence, the study traces the shifting semantics of “terrorism” in the age of algorithmic governance. Particular attention is paid to how emerging AI capabilities, such as predictive threat analysis, biometric surveillance, and autonomous systems, are rhetorically justified through references to terrorism. The paper argues that the concept of terrorism in these documents is often abstract, elastic, and selectively deployed, enabling an expansion of digital surveillance and risk management infrastructures. It also explores how these definitions intersect with broader techno-political discourses around national resilience, data sovereignty, and human-machine decision-making. By conducting a thematic analysis of strategic texts, the paper contributes to critical terrorism studies by revealing how the invocation of terrorism in AI strategy legitimates new forms of securitization, often without clear operational definitions or ethical boundaries.
