From Techne to Poiesis: A Conceptual Introduction to Techno-Politics in the Digital Age

This chapter introduces techno-politics as a conceptual lens through which technology is understood not merely as a tool (techne) but as a world-creating force (poiesis). Drawing from thinkers such as Schmitt, Winner, Jasanoff, Latour, and Ellul, it shows how digital infrastructures restructure sovereignty, blur public-private boundaries, and generate new political orders. The rise of Big Tech as quasi-sovereign actors and the emergence of hybrid governance regimes illustrate how power now flows through code, platforms, and algorithms. Moving beyond regulation, the chapter proposes a poietic approach that treats technology as an ontological force, calling for governance models attuned to its generative capacities and civic responsibilities. By treating technology as an ontological force, the chapter advocates for security governance that addresses both generative potentials and emergent risks.
